You will not find any such recovery sticks and would need to purchase an installer disk to repair/reinstall Windows 8.

Your HDD may have failed. The best free way to check out the drive and recover data if it is alive is to create a Linux Live USB stick using the free tool from UNetbootin and create a Mint 17 32 bit USB boot stick. With that you can boot from the Mint stick and then attempt to mount your HDD by clicking on it if it shows up in Mint, then you could copy data off it onto some other USB device that is mounted in Mint (by clicking on that device in Mint also).
