There is a better solution:

1. Use Anycut to create a shortcut to "Testing"
2. Click on Testing.
3. Click on Phone Information
4. Hit Menu button
5. Click on More
6. Click on Disable data connection

This turns off the network access. Note that GPRS service now switches to "disconnected".
Now you should have a phone that does voice calls, but no data access.

Maybe phone companies should offer an umbrella plan than offers access to their network, regardless of country/location.

I pay a separate monthly fee for free in-network text messages on T-mobile US, yet still get charged per text message when sending an SMS to friends in Europe who also happen to be on a T-mobile network over there. The hilarious part is that they also get charged for receiving the text message.

Same company, same network, yet paying a fee for free in-network usage and still getting charged per use at both ends. Who the hell designed THAT business model...
