There is an app on the Google Play called IP Webcam (https
/play.google.com/store/apps/details?id=com.pas.webcam) which can be used to broadcast the video from both cameras (provided there are two) on your phone/tablet to your browser making your phone/tablet basically an IP camera. The interface in your webbrowser gives you a wide variety of adjustments you can do to the quality of the image. The creator also provides a driver to use this as a webcam however you can't use sound. There might be a 3rd party solution to enable IP camera to work in skype.
