I would like to comment on the approval process. A US$99 for submitting an application is really a huge price for casual developers.

Why you need to test for stability, intend of the developer, security, install/uninstall? Because the root of the OS is flawed. And now, Microsoft charges you because of these...

(p.s. Modern OS with each application reside in their respective sandbox won't have these problems)
