Question This Laptop screen Issue might give me an epileptic seizure

This is the most irritating computer issue I have ever had, it's literally giving me an anxiety issue.
It's a pink vibrating light that goes on and off at a regular rate every 3 seconds for 3 seconds at the bottom of the screen about the size of the bottom panel.
Anyone know what this is and how to fix it?

I can't screenshot it because it doesn't get noticed by the OS.
It also happens during bootup so I know its a hardware issue.

Good thing you made a video, describing that would be real tough.
It is almost certainly a hardware issue. But you know that.
Fixing it? I see it's a laptop by looking up the model number.
Live with the problem, or send it to the factory for service.
A shop will replace the motherboard. Unless you feel comfortable changing it yourself,
I'd let the factory deal with it. A local shop does not have the resources to keep the price reasonable,
especially if there is more than 1 issue. There is a good chance it will get worse.
There is no one thing to replace, and very specialized skills and equipment is necessary to fix it.
So I don't see that happening. Motherboard replacement again.
If you have any valuable data on it, I recommend backing up the hard drive immediately if not sooner.
If you have Acronis , use that to clone the drive. Cloning with Acronis or a program like it, is your best bet to save your OS and data.
