Toshiba Boot Loop after factory rest attempt

Please help, I attempted to reset my laptop after the command prompt box kept popping up and closing very quickly, which happened on my old laptop before a virus overran it. I planned on reinstalling windows 10 and I have it on a flash drive. However, after a failed system reset my laptop keeps showing the Toshiba opening screen, going black then looping back to the screen. It does that twice then just turns off. I tried holding down the 0 key when restating but I get the error code "0x00000225 a device isn't connected or can't be accessed"

None of the key options get me anywhere and if I stay on the screen for more than 30 seconds my laptop just turns off. I also tried pressing f2 and f12 when my computer boots to open BIOS mode and restore defaults but that just takes me back to the boot loop.

It sounds like you are going to have to reinstall the OS. You will need an install CD/DVD or USB to do this. If you don't have the OS, you can download them here through the following links.

I have the 64 bit version of windows 10 on a flash drive and I have my boot priority set to USB, but when I try to reboot it just goes back through the boot loop. I can get it to reboot by holding the 0 key down but it tries to boot from the hard drive which brings up the "0x00000225 a device isn't connected or can't be accessed" error.

Try going into "Boot Manager", then "Boot Device Options", and finally "Legacy Boot". Here choose to turn "Secure Boot Off".
