Toshiba Laptop ATI Driver Woes

As many people have experianced, when you have a toshiba (or other branded laptop) the graphics drivers from ATI wont install, and give an error when you attempt it.

Now, I was eondering... If i format the laptop and reinstall windows from scratch... Will The Catalyst drivers work?... or is this locked on some bizzarre hardare level ?

Would really appreciate any help on this before i flatten the thing

This post is not terribly old [so don't BELIEVE I'm necro'ing it... (less than a month)] unfortunately just tried to update my drivers through the Toshiba site for an ATI Mobility Radeon HD 4200 series, and....no go, the last update to this driver was in 2010 and still NOT compatible with newer updates, and after contacting Toshiba about it the response was basically "sorry, you're outta luck, we haven't bothered to update the drivers and don't plan to"
To anyone else experiencing this issue: I wish you the best of luck
However if anyone finds a fix to this: I'd be VERY interested to know how to handle it ^_^
