Toshiba P75 in "preparing automatic repair" loop

Hi, after sifting through many threads about this problem I'm still not getting anywhere. I can run recovery from the boot menu but it goes nowhere. I have a recovery CD and a USB but when I choose them in the boot menu nothing happens. I also disable secure boot. I don't care about the data at this point, just want it to boot up. Any suggestions would be appreciated.

Have you tried starting the system in "Safe Mode" to see if it will go past this?

I needed to make a change in the BIOS to allow me to boot from a USB drive and re-install windows. Thanks for the reply
