Toshiba Portege Z30 White Flashing Light

I have a Toshiba Z30 and the white light keeps flashing indicating to me the machine is asleep.

I've tried discharging the laptop by holding down the power button and the light temporarily turns off then blinks orange quickly before going back to flashing white.

Tried removing the battery but it doesn't seem to do anything.

Please help.

Try removing the battery then, with the battery still removed and the power cord unplugged, press and hold the power button in for a full minute.
Reassemble and see if she will boot up now.

I've tried that and it just goes back into the same loop. White flashing LED light. Do you think this indicates the either the battery needs replacing or the charger is broken and needs replacing?
