I've been having this problem for a while and I could not for the life of me find anything talking about this. is this a graphics card problem or is it overheating (even though I have a mobitoring program that tells me it's not that hot when it happens)

looks like a faulty GPU. Is it still under warranty? RMA it

Use DDU uninstaller to delete the current GPU drivers and reinstall the GPU driver from the Toshiba´s driver homepage.
