toshiba satellite laptop Camera not working

The webcam on my Toshiba satellite l655-s5150 ,running windows 7, is not working.It gives me the error " device is locked by another application ". External camera is not working as well like i plugged in a Logitech camera and it just gives me black screen.
I've uninstalled and reinstalled the drivers, disabled all startup programs, tried running in safe mode,uninstalled live messenger,skype etc nothing seems to solve the problem.

Have you tried running some deep scans with anti-virus and anti-malware programs?
