Toshiba Satellite pro won't boot past windows xp logo startup screen

I have a Toshiba Satellite pro and it won't boot past windows xp logo startup screen. After showing the logo it goes to a blank blue screen what could cause this and how do I fix it? I checked the boot options it was on hdd-fdd-cd rom-lan. I changed the boot order and made sure all other settings are normal, however it will not fully boot to the main desktop screen. It just continues to stay blue.

Please do try these troubleshooting steps that may help.
- Try to load the laptop into Safe Mode and see if it will load.
- While the laptop is booting up repeatedly press on F8 until it loads Advanced Boot Options, select Safe Mode and press Enter.
- Once loaded in Safe Mode start by disabling all your startup items.
- Press the Windows key + R then type in msconfig and click OK, go to Startup tab and disable your startup items and do a reboot.
- Do load in Safe Mode again then run a complete virus/malware scan.

- If all these will not work last resort would be to reload Windows XP
