When you went into "Device Manager" did you... Select the "Monitors" section and right click on your monitor. Check the information for the touch screen and make sure it is "enabled"?
You might also want to go to the same area but instead choose "Update driver software" from the right-click menu.

Under monitor it just shows "Generic PnP Monitor". did the uninstall and scan for ardware changes and it just comes back as "Generic PnP Monitor"..
There is no option for it when you right click on that monitor? That is really odd, it should be there. If the laptop is still under warranty, I would contact the manufacturer about it.
