toshiba wont load?

i can turn my computer on but it will only show the toshiba sign and then go to a black screen and then after a little while it starts flashing white and black and then goes back to solid black for like 10 minutes and repeats what is wrong? please help!!

What OS are you using? What is your spec? What are you doing before this happened?
