Transcend external harddisk not detected

My transcend external harddisk can't detect in my laptop or other laptop... What is the solution? Can anyone help me? Please check the attached pic as i couldn't even fix the issu through Disk Management

What happens when you try to initialize and create partition on that disk? That should get the disk ready for use so you can then format it. If you need to get any data off the drive, you don't want to do that though, try using a recovery program first. TestDisk is pretty good to get lost partitions back.
