Solved! unable to access complete install

I have installed app....entered my sign in info and I get message saying no eligible devices for app install

Android /Samsung Galaxy J7

app is ....hangouts.

I have gmail on laptop and hangouts on laptop.

I can access my gmail on my phone...but I cant get the hangout app to open.......I get message saying no eligible devices for app install

try updating the app? and you did download from google app store?

Thank you. Yes to both questions.
I just tried to download a different app from the store on phone. Like the first app, it says its installed but when I go to use it...it says no eligible device for install.....so I am very confused.
I am older and dont understand a lot about phones but do know a fair amount about laptops...so what am I doing wrong?
