IS IT POSSIBLE TO UNLOCK AMD PHENOM II X2 550 BE WITH GA-MA74GMT-S2 OR I NEED TO HAVE HIGHER VERSION MOTHERBOARD TO UNLOCK IT SAFELY

The manual doesn't say "core unlock" but if 4 cores show up here, you may be able to "enable" one or two of the other cores.
