Unlocking taskbar on Windows XP

The locking line is cloudy where you unlock the task bar and will not unlock.

To unlock the taskbar, just right-click on the clock in the System Tray area of the taskbar (on the bottom-right of your screen) and uncheck "Lock the taskbar". To re-lock it after making changes, check "Lock the taskbar".

You must not have read my problem. I have tried all the things you wrote about. And many others. The unlock line is cloudy and will not unlock.
Thanks for trying to help me. I see on wed-sites others have the same problem. Was told XP has 35,000 problems.
