I wanted to install a new windows via a usb and use a external keyboard to start to booth, but both the USB and the external keybord (using the USB port) don't work when starting up my laptop (HP Elitebook) though when windows starts the USB ports start to work.

Hi, you have to go in the BIOS and enable USB legacy to use a USB keyboard or a mouse.
