Video and photo editing

Hey guys!

Need a little help here. My old laptop (MacBook Pro) simply can't handle any type of video editing and I'm looking to replace it.

Usage.
1. Basic touch ups for photography from my DSLR, phone, and point & shoot.

2. High res (1080p-4K) video editing From go pros and drone.

Software.
For cost effectiveness I'm thinking a PC is a must. I'm a mac user so it'll be different territory for me. Couple questions on PCs...

1. Do any stock photo or video editing softwares come with PCs? Think iMovie and iPhoto.
If not, recommendations for cheap and equally or more powerful options?
2. Does Microsoft office suite come standard on PCs?

Requirements.
- not positive but from what I've seen, I'll want.

1. Quad Core CPU
2. 256 GB SSD
3. 8-16 GB RAM
4. Quality display

Another requirement is I want it to be fast. I think the above accomplishes that but one of the things I hate about editing video is the way for things to load!

Budget.
$900 or less. I love a good deal and am hoping to leverage a refurbished PC if possible! I'd really be happy to get everything required for 400-700!

Think you can help make some recommendations? Is it worth waiting until Black Friday or something?

Question #1 - Windows comes with Movie Maker. I am not sure how it compare to iMovie since I do not use it since I do not edit video. I have encoded videos in the past like converting my DVD collection and some BlueRay movies into MP4 video files so that they can be stored on my PC while the physical media is stored safely away, but I do not edit video. Question #2 - No. MS Office does not come standard with any PC. You need to purchase it. A free alternative is Open Office. However, it is not be compatible with Excel spreadsheets that has VBA codes and likely not be compatible with all of their macros.
