Video out of Sync with Audio

My video lags behind my audio in any video I watch on my computer, no matter the browser or the website. It starts out in sync but as the video goes on, it slowly gets out of sync (at about 5 minutes the video is unwatchable). I have tried watching in incognito and with all of my extensions removed and nothing changes. I also have two monitors and the issue happens on both of them. This is really irritating and I'd love to get it fixed ASAP, please help.

I have an intel i5 8600k, and a gtx 1080.

Yes, even youtube. I have tried youtube netflix, hulu and amazon.

Switch to the High Performance plan in Power Options.

The setup is about 7 months old and I have been watching videos since then no problem. Windows 10, and it looks like the video is slower.
