Virus help

so in las vegas there is a new virus going around. my friends family pc's got infected. also today i found out my step dads also has the same virus. this virus runs a fake malware virus program asking you to run scans, buy there product etc. you get the idea. Well my step dad lagged it and had it on there for a while and now it seems beyond repair to me. When i bootup and get to task manager to stop the virus from running. It goes for a bit but then the pc just freezes every single time without it letting windows finish loading from starting up. Now he can get into safety mode but thats about it. I need to get this HD running again or get stuff off the drive that he needs thats important. From my knowledge its fucked and scraped this is where i would format but he has important stuff on his so he needs an alternate route from reformatting. ADVICE!!!

boot into safe mode (press f8 before the pc has the chance to start loading windows), and install and run this:
