Virus wont let me reset my pc!

So i have tried everything i know and cannot get my pc to factory reset to try and get rid of this virus. Everytime I reset it goes back to the orginial state and anything i have uninstalled or removed comes back. I cannot download any .exe files or open my task manager.

How could i completely wipe my pc to install a new image of windows?
