What does network failed mean on verizon to a certain phone number

Hello,
some times when i try to send a text message to one person ill sometimes get a message back saying "message to 816------- failed: network problem"..what does this mean? does it mean i am blocked from texting them?

Chances are that it is an issue with the network. What kind of bars are you getting when you tried to send the text?
