How does it differ than an mp3 file?

Does anyone know where I can get a program to convert it to an .M4A (.M4B) file?

Seen on overdrive.com (a library service where you download audiobooks).

it an encrypt mp3 files. Look like you will need to use their apps to use those audio book.
