What is the best budget motherboard that I can buy?

What is the best motherboard in regard of lots of input/output ports, lots of fans, lots of hard drives, 4+ ram slots with large max, (over 16gb)?

...What type of processor/graphics setup do you want? You want intel haswell, skylake, or something AMD?

I'm not really sure, I want to be able to use multiple monitors and do video/picture editing. The main thing is I want to be able to plug in multiple monitors, connectors don't really matter as long as they can send high resolution images at a fast speed. I will fork out a lot of money for graphics if I need to but would rather not if I can settle for an equally powerful machine for less.

Okay, do you want someone on the forum to build you up the best PC for the price per your description? Someone would be happy to do that if you ask. Asking for the cheapest motherboard is a very obscure task when trying to pick a system.

Simply make another post stating what your intended use and budget for the system is and someone (maybe even me) will provide every single component needed to accomplish your task.
