What is the cheapest devie to stream media to my tv?

I wish to know what is the very cheapest device I can buy that will stream content from my desktop pc to my tv.

1080p is necessary, as is the ability to stream my own media files that are stored on my hard drive. Other features are not needed but would of course be considered, such as youtube/netflix playback etc.
I really have no idea what devices exist to do this but a low price is essential.

Probably the cheapest is Google Chromecast. Refurbished Roku or Western Digital TV media players are not a lot more and may offer useful features while still being inexpensive. Checkout the reviews on Toms.

I thought a chromecast could only stream specific things. Are they able to stream my files to a tv (bluray rips etc)
