Question Why do I need to use TFA on one computer but not another

My desktop computer and laptop computer are configured the same to best of my knowledge. On the desktop, which is connected to our home network via ethernet, we do not need to use TFA (two factor authentication) to log into Yahoo / AOL and a couple other sites. On the laptop, which is connected via WiFi5, always ask for a code either via a cell phone or another email address. Why?

The only differences between the two systems are one uses WiFi to connect to our network and the other uses ethernet, and one is a desktop and the other a laptop.

Yes, same accounts. I've not opted in for TFA on either computer.
Interestingly, I noticed last night that the Yahoo news feeds on the laptop were based on the Columbus OH region but on the desktop the news feeds are national.

Okay, this is confusing. My desktop has an IP address of 50.5.***.232. My laptop has an IP address one time of 13.59.***.251 and the next time the same as my desktop. Another time the laptop had another in the 14. range. I checked the 13 & 14 IPs and they're both Amazon AWS in Columbus OH. What's going on?

To add to the confusion, my IP address is now 3.22.**.74 on my laptop but still 50.5.***.232 on my desktop. I'm sooo confused.
