Why dosn't Samsung s7 allow users to choose where pictures Are to be stored???

You actually can, unless there is something on the device that is causing it not to work for you.

You just need to go into the "Camera" app and then tap "Settings" (in the camera app). Scroll down to and tap "Storage Location". Then you can choose where they go. Like say the SD card.
