Why is my laptop so slow ?

Hi everyone, I bought a used laptop recently and I feel that considering the specs, it should be be faster. When playing "The Crew" racing game for example, I only get around 20 fps on low settings. It boots super fast (5 secs) but it gets slow after I log-in (takes around 5 min. to finish). I don't have any junk on it and all of my software and windows license are legal. My hard drive is not full and all the latest drivers are installed. Is that normal ?

The quadro card is being used for the game (green nvidia gpu activity in the tray bar). I already did a custom profile for the game in the nvidia control panel and set it to max performance. I am starting to give up on this computer. I might go with asus instead.

I'm thinking asus n552vw. Decent specs, good value, high srgb screen (need it for photoshop). Although I read that it might have one of those fake 4k displays ( RGB pentile). I will rerun tests for the game at the same setings as in the video and will post them.

I tried this driver before, my machine became really slow so I reverted to the old one. For the game, I changed the settings to match the ones from the video and I get around 29 fps in low and 23 fps in medium. Before I was playing at a higher resolution (1400Xsomething) but my settings were all low.And the game I am playing is the Crew Calling all units (expansion pack). It might be more recent so maybe more cpu intensive... CPU temps while playing: around 90 celsius and 80 celsius for the GPU.
