Why is the video so puny?

Just picked up an old Dell CP233 in seemingly great condition.
Cleaned out the HD and reloaded Win98se
Tried to view a digital image that came up in b&w.
Went to control panel/display and found a choice of 16 or 2 colors.
The dell specs on the machine indicate 800x400 internally and
half again increase on an external monitor.

Can you help me figure out the problem?

no driver loaded. go download the appropriate driver from the Dell site.

With 98 (unlike xp, which can at least can install half-decent generic
drivers so you get decent amount of colours) you need to install drivers
manually for every piece of hardware just about...
