Why my phone alcatel pixi 4 internal storage running out?

I just only usage 3.9GB, why already running out?
The capacities is it 1GB RAM and 8GB ROM?
Please advise how to smooth my problem.

The internal storage of the device has nothing to do with the info you included. It does, however, have less than advertised. Well less 'available' than the total number advertised. The number they say on the box, ads, specs, etc., is the total space. That is before the OS and preinstalled (unremovable) apps are put on it. Then you have only whatever space is left.
