wifi-hotspot a software or harware?

i heard of a software name joikusoft....in their official site they say that wifi-hotspot is software based...please provide more information....

joikusoft lets u share uer 3g network with wifi so anyone can use uer 3g network!
on android icecream sandwich etc this function is built in to share 3g network over wifi!
