Will a dead motherboard battery keep a 1450 solo from coming on at all?

Well if you can check all connections you can try that, any loose switches or cables. And make sure it's not the wall socket that went out from a blown fuse or something. Otherwise something died and it's so old it's not worth fixing. You can take the hdd out and put it in another computer if there's any files you need on it.
No, the battery is only needed to save bios settings, you can still turn it on. Are you on battery or is it plugged in?
