From what I read it sounds like a mini pc can be used to watch online network tv that is streamed to my laptop, on my hd tv., but I haven't found anything that specifically says that. I know it works for Netflix, utube, hulu, etc but what I want is just free network tv show episodes that are available online through the major tv networks like CBS, TNT, etc. My tv is not a smart tv.

If your TV is a display for your laptop then anything in your browser can be viewed on it. Your TV doesn't need to be "smart" because your laptop is.
