will not power to windows boot

Trying to power up packard bell laptop but screen keeps flashing, can hear the HD spin then stop,then start up BUT never gets past the packard bell opening flashing screen.
Tried taking battery out reset.tried altering the setup from HDD to CD all to no avail.

it doesnt sound like a windows problem so I moved this to Laptop Tech Support.
Will it enter the bios?

Could be the hard drive. If you pull it (the hard drive) and the laptop boots past the logo, then there is the problem (hard drive needs replaced).
