will a Dell Optiplex Desktop Computer PC with an Intel i3 3.1GHz Processor 4GB of Ram a 250GB Hard Drive and a 19" LCD Monitor with Windows 10 Home Premium, work with the isle on steam?

I'm looking for a gaming computer for my birth day.

You need a decent quad core like an i5, 6gb of RAM or more, and a GTX 760, 960, 1050 or higher in a series. It is doubtful you will find a PC that fits that for $180. You would be looking in about the $300+ price range minimum. With $180 you could by a graphics card or a PC that would not work but not both.

Not a chance they way it's configured. Specs are on the Steam page. You need 6gb of ram, a decent graphics card, and I doubt any i3 will cut it on that game.

If you already own that i3 you mentioned you could buy a gtx 1050 and give it a go. You can likely still upgrade that i3 to an i5 later if needed
