Will uninstalling Anti-Virus software un-quarantine viruses?

So a couple months back I took my PC into the local PC shop to get a PSU CPU and GPU installed, when installing they called and said they "found" a virus and would take care of it. Now a few months later I was looking through my list of installed programs in my control panel and I noticed a lot of anti virus and malware removing software installed around that time. I was wondering if I uninstalled these programs would and of the quarantined files or viruses be un-quarantined and let back onto my PC?
