Windows 10 Loading

So I have windows 10 and today the load up screen went blue with the bubbly loading circle in the middle. it doesn't do anythino but load even after I called frys and windows and gone through shifty restart and power cycles. please help!

yeah it is sorry I was really confused about the two. if you could that would be very helpful
