Xfx 7970 be voltage locked?

i cant seem to unlock the voltage using msi afterburner for my xfx 7970 be. i have edited the msi config ans set voltage unlock to 1 but still not working.

Is it possible to unlock the voltage?

I am not sure but my buddy has a modded bios for it that works of coarse i do not recommend it if you do not know how to flash your bios i would do this as a last hope of getting my moneys worth out my card or rma it tells them no unlocked voltage if that is the way you want it give me my money back take your crappy card back and stick it where the sun doesn't shine
