XP3000+ - Is unlocking multipliers necessary?

Simple question, hopefully simple answer....
From what I have read (THG - XP3000+ vs. P4 3.06) it
appears you only need to unlock the multiplier table
if you require access to lower multipliers. If you only
wanted to use the higher multiplier (13 and up) then
I don't think unlocking the multipliers is required.
