In short: if good conditions are given your CPU can clock itself higher for a short period of time when told by the OS

I am sure it'll be enough for the Sims 3 and probably 4. I am not sure about minecraft, but Intel HDs >= 3000 and a decent i3 or better play minecraft at 30fps smoothly at med settings from what I've heard

The main thing she wants to play is the Sims and she will only be playing minecraft a little bit and when she does play she just does creative mode and makes farms and stuff. Those are the only games she plays and probably will ever play. Also I know I could google this, but how does the turbo mode work? Will she need it?

The Sims 4 isn't out yet. I guess we'll know when it's actually been released, for now, we can only speculate. Sims 4 teases don't show a great graphics improvement from The Sims 4 but it'll sure have more expansions over time (from what we know there are many expected features missing).

Ok, so for part my job I edit photos on photoshop. Will this laptop be able to handle photoshop for just basic edits? I already have a desktop but I travel a lot and my iPad can't edit pictures so I need something so I can still work when I go places.

I am not actually much into media edition, I guess somebody can help you further. I believe it can do the really basic stuff with a high delay (wait while this the image is being processed, doing X, please wait, etc.). The standards for media edition are actually pretty high, but if by media edition you mean you will be adding one or two effects then I guess you should be okay with this.

A lot of what I do is just make photo's look better (like taking a picture with bad lighting and making it easier to see) so it doesn't take a lot of power. The only reason I ask is because I have never used a laptop with photoshop
