I have an AMD 3700x w/ 2070 Super. I have a xl2411 1080p monitor and I don't have an adapter that will get me to 144hz at the moment, so I'm wondering would a 32 inch 720p be better for gaming connected with HDMI than my current monitor 24' 1080 monitor at 60hz.

If you decrease the resolution and increase the panel size, the picture quality will be worse. Big pixels on screen.

Maybe getting a 1440p monitor with gsync (eventually gsync compatible) or
1440p monitor with 144Hz by display port is a better idea,

or the 1080p 144Hz with DP onboard, like the xl2411p from Benq

I have that monitor and when I plugged in my display port to dvi, I get 60hz when switching to 144hz, it flickers or goes back to 60hz
