30K-40K Rs. for something that plays the latest games is quite a stretch. At those prices, you're going to be looking at i3s and i5s with integrated graphics or the weaker range of the AMD A6/A8 APUs, which are perfectly fan casual use, light gaming laptops, but stuff like Witcher 3 you're going to need a significant bump in the budget.

To get newer games like Witcher 3 or Arkham Knight or GTA V comfortably playable at 1366x768, I personally wouldn't go lower than an 850M/950M range. Looking at the Flipkart options, that puts it up in the 70-80K Rs. area. You pay a lot more for a laptop with the same performance as a desktop and unfortunately, prices in India aren't as competitive as the ones in the US are.
