How can I successfuly overclock my ATI Radeon HD 5450, without causing any excess heating leading to harm ?

Sorry, it can't be done. Any overclocking will do damage because the Radeon HD 5450 has passive cooling (i.e., heatsink). Overclocking should only be done with the proper equipment, and I don't think you'd want to spend a lot of money to do that when it's cheaper to buy a new graphics card.

Solution
Overclocking is fairly pointless on low end equipment. For example if your currently getting 20fps and you manage to squeeze out an extra 10% performance your only looking at an extra 1-2 frames.
