Try starting up the device in "Safe Mode" and see if things work. Granted, you will have limited access to things, however you can see if you get the freezing with anything in there. If you don't, then I would look at the system for a bad program, virus, malware, etc. that is causing your issues.
Now if it does happen in "Safe Mode" too, then you are looking either at the system needing to be restored, or a hardware issue.

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"
a. Press the "F4" key to Enable "Safe Mode".
