I am Currently wanting to switch out the "Mobile Intel(R) 965 Express Chipset" from my Acer Extensa 4620z Laptop.

Where Could I get a Ati Radeon Mobility HD4650 Graphics Card?
Would a Ati Radeon Mobility HD4650 work in my laptop?
and How do I change them?

Not possible. If you are wanting more performance in terms of graphics and processing power, just save up and buy a new laptop.
