Acer netbook wont fully charge AGAIN! already reset bios...

Hello,

This is very frustrating, I ordered a brand new battery and it wouldn't charge fully, only to %64 then only %54. I reset the bios and it charged %100, i was using it while working on my brothers car and didn't have a way to recharge it and it died totally. now I have the same problem..... Please Help ME!!!
