Adobe Photodeluxe question

Adobe Photodeluxe Home Edition 3 was brilliant to use.
What is the best & nearest editing software to this ?

If one believes Wikipedia, Adobe stopped developing this product in 2002.

Adobe replaced it with Photoshop Elements ($80-$100, also available on Microsoft Store for Windows 10). There are plenty of free alternatives, with GIMP praised the most.
