Ads in Chrome and Steam

So I have this problem where ads pop up in Chrome and Steam. I'm using AdBlocker for Chrome which makes it obvious it's a virus. Already ran virus scans and adwcleaner, but the problem persists, as you can see the image of an ad in steam.

I've had this problem before but that time running adwcleaner and deleting some file manually made the ads disappear. Not this time though.
Any suggestions are welcome since I really don't know what else to do.

Download superantispyware, its great for removing this kind of crap

I'd format/reinstall, yeej, done. Then think in the future. Problem solved in the best way.

Trying to avoid this but it looks more and more like it's the only way

Get a bunch of antivirus software like Malwarebytes antimalware. Or just reinstall chrome. Also, go into programs and features and see if any adware programs are installed.

I have an antivirus (SYmantec endpoint protection) and already unistalled chrome...but as I said the ads pop up even in the steam browser

You probably missed a check-mark saying you want to install some crappy software along with your innocent freeware.
